Equity and Inclusive Education: Going Deeper

Ontario’s 2009 Equity and Inclusive Education Strategy sets out a vision for an equitable and inclusive education system. The strategy establishes eight Areas of Focus to help the education community:

  • Identify and address discriminatory biases and systemic barriers to student achievement and well-being;
  • Honour diversity; and
  • Affirm respect for all.

In 2014, the Council of Ontario Directors of Education (with funding and support from the Ministry of Education) developed a resource entitled Equity and Inclusive Education: Going Deeper to support Ontario school boards in the implementation of Equity and Inclusive Education (EIE). Presented in the form of a rubric tool, Going Deeper focuses on Policy and Procedures Memorandum (PPM 119). This website is based on the eight Areas of Focus of Equity and Inclusive Education. It has been developed to further support boards in the use of the EIE Going Deeper rubric, and to provide “Look Fors” and informative conversations with education leaders throughout the province.

A Message From Frank Kelly, Executive Director of CODE

It is my pleasure to introduce you to this new resource, developed by CODE, to further support full implementation of Equity and Inclusive Education (EIE) in Ontario’s schools.

Since the release of the provincial Equity and Inclusive Education Strategy in 2009, Ontario school boards have established EIE policies and approaches to implementation based on their own internal organizational frameworks, processes and local contexts.

Last year, with the support of the Ministry of Education and a number of representative district school boards, CODE developed a rubric entitled Equity and Inclusive Education: Going Deeper. The purpose of the rubric is to provide system leaders of Ontario school boards with a tool that supports planning and implementation of their EIE policy.

While the rubric has proven to be a useful resource, boards have noted that a companion piece which builds on and enhances the information contained in Going Deeper would be a valuable addition as they implement equity and inclusive education in their schools.

That’s why I am pleased to share this complementary online resource to the Going Deeper rubric. Here you will find practical information, tips, and “Look Fors” — broken down into modules reflecting the rubric’s eight areas of focus, and designed to help guide your board toward effective implementation of EIE in schools.

Each module offers short, informative video clips featuring supervisory officers, coordinators and supervising principals discussing their challenges and successes in creating safe, supportive, inclusive and equitable learning environments for all of their students. The modules also include reflective questions and links to additional resources.

I strongly recommend that you share this excellent online resource with your staff, and encourage them to take full advantage of the good ideas, strategies, tools, resources and processes offered here that support implementation of equity and inclusive education for every student across Ontario.
